The Parable of the Lost Sheep.

One day many tax collectors and other outcasts came to listen to Jesus. Now many of them were not good people so the priests and teachers of the law started grumbling.  "This man welcomes outcasts and even eats with them." 
They thought that good people should have nothing to do with people who were not very good.  They thought that God only wanted to punish people who did wrong.

Jesus said,"Suppose a man has a hundred sheep and he loses one of them. Then he leaves the other 99 and goes looking for it. When he finds it he puts it on his shoulder and carries it home rejoicing.
When he gets home he calls his friends and neighbours together and says,'Rejoice with me for I have found the sheep that was lost'."

Jesus was saying that when someone did wrong this was like a sheep going astray and getting lost. He was like a shepherd because he would talk to them and do  everything he could to persuade them to come back to God and stop doing wrong.
