Paul was taken to the Roman governor who was called Felix. The Jews tried to get Felix to hand Paulover to them so that they could kill Paul.  Felix did not think that Paul had done anything wrong so he would not do this.  He should have set Paul free but he did not do this either.  He did not want to upset the Jewish leaders and he hoped Paul or his friends might pay him some money to let him go.  Paul was held captive but his friends were allowed to visit him.

After 2 years Felix left and a new governor arrived. He was called Festus. The Jewish leaders asked him to bring Paul to Jerusalem to be tried.  Festus asked Paul if he would go to Jerusalem but Paul knew that if he did this, his enemies would lie in ambush and kill him.

He said, "I appeal to Caesar."  Caesar was the Roman Emperor.
